  15. Did you go through the procedure to set up the Dial-Up Networking.  In
  16. Control Panel | Network | do you see one of the entries as "Dial-Up
  17. Adaptor"

  19. If you have done that also check that other programs that use the modem (ie
  20. FAX) are not running.  Type the Ctrl-Alt-Del keys to get the task menu up
  21. and see what programs are running.
